Campaigners have expressed their anger at the council proposals to relocate libraries.
Waltham Forest Council Cabinet voted to consult the public about relocating three libraries in Hale End, Higham Hill and Wood Street.
A fourth library, in Lea Bridge Road, will be renovated.
Council leader Cllr Chris Robbins added: “If you want investment it has got to be paid for somehow and it can only be done if we move it.”
Higham Hill Library's building was classed as being beyond its useful life in 2011. It will now be relocated to another site in the area.
Wood Street Library, which has also been assessed as being beyond its useful life, has significant maintenance costs. It will be relocated further down Wood Street.
The library in Lea Bridge, which underwent a £1.1million refurbishment in 2010, will be remodelled.
A consultation process will now begin between people living in the areas affected by the decision and the council.
Cllr Sharon Waldron said: “We’re committed to creating a 21st century library service in attractive and welcoming spaces which best support and promote literacy, numeracy, reading and access to digital services.
