More people earn more than £100,000 at Essex County Council than at almost any other local authority according to a survey by the Taxpayers Alliance.
The lobby group discovered that 36 people were paid a six-figure sum by the authority in 2011-12, more than any other council in the country apart from Camden in north London.
The figure was the same as for the previous year, and top earner was chief executive Joanna Killian who took home a total of £254,769.
