A developer has vowed to fight on in its controversial bid to build homes on greebelt land.
Waltham Abbey Developments' plan for 105 houses at the Knolly's Nursery site in Pick Hil was blocked by a narrow council committee vote last week.
Many residents expressed concern about the size and location of the development.
But the company has criticised the way the application was handled and announced its intention to re-apply, or appeal the decision.
It has not elaborated on its concerns about the process, but has said it has contacted Epping Forest District Council’s Director of Planning and Economic Development, John Preston.
A Waltham Abbey Developments Ltd spokeswoman said: “We are not happy with the way it was handled and we are awaiting a response from Mr Preston.
“It was encouraging to see support from several councillors at the meeting.”
The committee members voted six to five in favour of refusing of the plans.
