REGARDING the revamp of the former Half Moon pub in Epping (Epping Forest Guardian, March 27 edition), I gather there is no penalty for going ahead with building work before planning permission has been given.
One has to consider though that there is obviously a chance that the developer concerned may be asked to undo the work later.
But why is it not illegal to flout planning rules, why is there not some deterrent or fine payable or something?
It seems obvious that people like Mr Andrews are hoping the planning department will not make him reverse the work and that therefore he will get away with it.
Why should this be allowed?
Rules are rules, even if we disagree with them, and people should not be allowed to ride roughshod over them.
The system needs looking at.
