WOODFORD Green councillor Richard Hoskins has been elected the chair of the borough's area two committee for the coming year.
The Lib Dem councillor beat off Conservative Cllr Linda Huggett in a vote last night, winning by five votes to four.
Fellow Lib Dem Cllr Ian Bond was elected vice chair.
