A DETERMINED developer is hoping it will be third time lucky for his unpopular plans to build 21 flats at agarden centre site.

The proposal to build the one and two bedroom flats on the site of Jennikings Garden Centre, in Manor Road, Chigwell has caused distress amongst locals, who have opposed them each time.

They say that the build will affect the already poor flow of traffic along the road and is an incorrect use of green belt land.

The road has seen a number of developments in recent months, and approval was given in June, last year, to knock down Manor Hall and replace it with ten flats.

A second application to knock down numbers 109 and 111 Manor Road and replace them with flats is still being considered.

People living nearby say they will continue to oppose the plans.

Anna Burke, of Manor Road, said: "I think it's a terrible idea, the developer just won't give up until he gets what he wants no matter the cost to the rest of us.

"It's already a nightmare with traffic in the road, and we don't want it to get worse."

Tasmin Jones, of Fencepiece Road, agreed adding: "These people are greedy, they don't care what they have to do to make money, even if it means destroying a small community.

"I know we need affordable housing but we've had so many new builds here, surely it'd be better off somewhere else?"

The plans have been recommended for refusal by officers at Epping Forest District Council who say the design and density of the scheme is unnacceptable.

The proposal is due to be discussed at the council's planning meeting tomorrow (Wednesday, August 5).
