REDBRIDGE pensioners have slammed a report which suggests free travel for older people could be means tested in the future.
A controversial paper, produced for the Local Government Association (LGA) by consultants Oxera, said bus passes should be 'better targeted,' as too many people who were not deprived, who had their own cars or could afford the fares, were benefiting.
One-in-three of the country's 11 million over 60s use the free pass which was last year extended in a £1billion scheme from borough-wide travel to allow unlimited trips to anywhere in England.
The report concludes that the initiative is an ineffective use of public funds and suggested that means testing of pensioners could be used to save cash.
Billie Figg, from the Avenue, Wanstead, is in her eighties and says free travel is important for both older people and the rest of society.
She said: “One of the problems with the idea of taking passes away from the middle classes is that there will be a lot more cars on the road.
“Older people would think twice about paying for the bus and it's important that you continue to get out and about.
“Someone may be middle class but you're not going to earn anymore and now there's no interest on savings.
“It would be a false economy.”
Chris Wilson, 89, from Havering Gardens, Chadwell Heath, said: “I think it would be the silliest move that could possibly be made before the general election.
“It's the difference between staying inside all day or getting out.
“It's got me very worried.”
Voice of older people for the Government Dame Joan Bakewell warned of a "gray backlash" if the system goes ahead, but the LGA have said they will not bring in means testing.
There are plans however to discuss the proposals further with councils and consider the long-term future of concessionary fares policy.
