A PENSIONER was given a parking fine for displaying his ticket in the 'wrong' windscreen.
Keith Davis, 69, of Kings Head Hill, Chingford, had put his ticket in the rear windscreen when he parked in the council-run Hall Lane car park while he did some shopping.
But he returned to his car to find he had a penalty charge notice for parking without clearly displaying a ticket.
Mr Davis said: “I had parked with the front of the car against the wire mesh so I put my ticket in the rear windscreen, where it was easier for the warden to see.
“When I returned it was still there – it hadn't fallen off – but I had this fine.
“I park there regularly and sometimes put the ticket in the rear windscreen and I've never had any problems before.”
Mr Davis received the fine after parking in the car park on March 26.
He immediately appealed against it, but said he received a letter back from the council saying he had not clearly displayed his ticket and still had to pay the fine.
He challenged it again, but in the meantime paid the £50 fine, as he was going on holiday for two weeks and didn't want the fine to increase to £100.
But Mr Davis said the response was the same and that photographs taken of his car by the warden showed the front and sides of the car, but not the rear windscreen.
He said: “I think it is disgusting – it seems to be an absolutely closed case.
“There is no evidence one way or another that it was displayed, because the photos don't show the rear windscreen.
“But I can assure the council I displayed the ticket in the rear window.
“I have done it before and other wardens have accepted it.”
A council spokesman said: “The terms and conditions are clearly stated the ticket itself as well as the nearby tariff board.
“One of the conditions is that the ticket must be displayed inside the windscreen at all times.
“While a motorist cannot usually appeal once they have paid the fine we have taken Mr Davis' circumstances into account and will be contacting him shortly to discuss the matter further.”
