A DEVELOPER has left a house half-built for two years in an act of “rebellion” after falling foul of planning regulations.

John Patinas has refused to finish the house and workspace in Upper Walthamstow Road, Walthamstow, due to a dispute with the council’s planning department.

He was granted permission for the house in 2005, but enforcers stepped in to halt the work when it emerged the agreed plans were not being followed.

The Guardian understands that the dispute centred on the brickwork being used, which was supposed to blend the structure in with surrounding homes.

Mr Patinas said: “The original house has a very modern design and the council seem to go with it.

“Then they came down and said the house was out of character (with its surroundings). They agreed with the designs originally and the drawings for it were passed.

“I left it out of rebellion. I just cannot be bothered with them at the moment.

“So I have sort of put the project on hold. I am going to progress with it this year but I feel I am banging my head against a wall.

“We have now had to go back to full planning inquiry which can take eight to 10 weeks.

“I was building it for my father. I always intended to build it for him. But because of the time that has gone by, his health has deteriorated.

"I would’ve liked him to move in, but I do not think he is well enough.

“I wanted to be closer to him so I could see him everday."

People living nearby say the structure, close to Wood Street Station, is an eyesore and action should be taken.

But the council say it has little power to force private landowners into action.
