RESIDENTS must produce two forms of identification to use a rubbish dump and recycling facilities, under new rules announced by the council.
A fine of up to £40 could be issued to those who visit the Chigwell Road centre but cannot prove they live in Redbridge, Havering, Newham or Barking and Dagenham - which are grouped under the same waste authority.
Users will be required to bring a council tax bill - as proof of address – and a driving license from May 9.
James Kirkham, of the East London Waste Authority, said: “Chigwell Road is on the border with Waltham Forest and Epping Forest so it gets used a lot by people who shouldn’t – it adds up to quite a lot of misuse.”
Currently visitors are not asked for identification unless they are driving a van or carrying trade waste. The move is an attempt to save costs of waste processing.
