Porto are believed to have threatened to report Chelsea to UEFA and FIFA over the failed move for wing-back Alvaro Pereira.
The Blues were reportedly interested in bringing the 25-year-old to Stamford Bridge during the summer but could not agree a deal with the Portuguese club.
According to The Sun Porto president Jorge Nuno Pinto da Costa has said that Chelsea made an approach without the permission of the club.
