A NEW mum who received two parking tickets in three days says she should be refunded because her permit was in the post.

Victoria Goodsir, 30, of Dangan Road in Wanstead, voted in favour of a residents’ only scheme which came into force on four roads on April 16.

But she claims she never received the letter telling her of the exact date the scheme had started.

She said: “The first I knew that the scheme was coming into force was when I saw them painting bays on the road.

“Then I saw another car get a ticket so that day I sent an application for my permit by recorded delivery and put a note in my car window telling enforcement officers to knock on my door.”

Mrs Goodsir has been on maternity leave since her daughter was born in February.

She said: “I was thinking maybe in the chaos I had lost the letter telling me the scheme had started.

“But I looked everywhere.”

Despite applying for her permit and putting a note in her car window, she was ticketed on April 24.

Her neighbour, who also received a ticket, says he did not receive a letter informing him the scheme had started either.

Mrs Goodsir said: “After the first ticket, I put a huge notice on my car window explaining my permit was in the post.

“I said any warden could knock on my door and I could prove my permit was paid for and on the way.

“I even spoke to a policeman about it and he told me I was doing the right thing.”

But despite her efforts, she received another ticket on April 27.

She said: “I’m appealing both tickets, because I don’t feel this is fair.

“I’ve paid for my permit and now I have to pay £110 on top in fines.

“The Council don’t seem to have recorded the delivery of the letters telling people the date the scheme was starting.

“How do they know they didn’t accidentally miss my house and my neighbour out?”

The Guardian has asked Redbridge Council to comment.
