FOSTERING services in Redbridge have received an adequate Ofsted rating.


The Ofsted report noted the council showed "significant shortfalls" in completing assessments of foster carers within deadlines, training of foster carers and attendance of children at review meetings.


Three out of the four areas inspected received an adequate rating.

The fourth area, safeguarding children and young people, received a good rating.


Ofsted said: "There are some significant shortfalls. The manager is aware of these shortfalls and plans are in place to further develop the service.

"The large majority of children and young people who are looked after by this borough live with foster carers and benefit from stable placements.


"The young people report that they generally feel safe and are looked after in accordance with their individual care plans."



Cabinet member for Children's Service, cllr Alan Weinberg, said: "The new Ofsted inspection is tougher than the old Ofsted inspections. It was always going to be tough.

"Safeguarding children is fundamental, it is the most important section of the whole report for obvious reasons. Ensuring the safety of the children is paramount.


"As for taking eight months for children to be placed with foster carers, we are better taking a little bit longer in ensuring that the foster carers are the right people than rushing to meet deadlines.

"Am I disappointed? No. Could we do better? Yes."

The report outlined four recommendations for the council to improve.

One recommendation stated: "Ensure that the fostering panel makes its recommendations on the suitability of a prospective foster carer within eight months."


Redbridge council has received satisfactory ratings for the last three Ofsted inspections, dating back to 2006.
