Tottenham boss Andre Villas Boas is looking to add to his attacking options, with striker Roberto Soldado, 27, and Leandro Damiao, 23, rumoured to be primary targets.
Spurs are looking to open up transfer negotiations with a £36m double bid, according to the Guardian.
A £16m bid for Damiao was rejected in January but Spurs remain hopeful a deal can be done within the next fortnight.
