Chelsea are reportedly poised to make a £7.5m offer for West Ham midfielder Scott Parker.
Reports last week suggested the Blues were looking to sign the England player on a season-long loan deal but the Hammers and Parker are thought to be keen on a permanent deal.
Aston Villa are understood to have tabled a £7m offer in a bid to take the 30-year-old to the Midlands.
But Spurs boss Harry Redknapp has decided against a move for the midfielder.
He told the Sunday Mirror: "If you take into account the fee of around £8 million, signing-on fees and wages you're talking about a £30 million deal.
"There is no way the club would sanction a deal for a 30-year-old who would have no resale value at the end of his contract."
Parker made his first appearance of the summer for the Hammers as he played 45 minutes against Bishop's Stortford on Saturday.
